The article provides a critical analysis of some works on mass terror in the USSR: Serhii Bilokin's monograph Mass terror as a means of state governance in the USSR (1917–1941). Source study, two studies of Andrea Graziosi's on Bolshevik-peasant conflicts in Ukraine, and the collective monography The Black Book of Communism. The approaches to studying Soviet terror as an instrument of state governance and the concept of "Ukrainian peasant Bolshevism" are examined. The author critically evaluates the discussion surrounding the comparison of communist and Nazi regimes. In conclusion, the thesis about the key significance of Ukrainian historical experience for understanding the genesis and development of the communist regime is substantiated.
