The material is a review of Serhii Bilokin's work Mass Terror as a Means of State Governance in the USSR, written by Yurii Shapoval under the impression of Yaroslav Hrytsak's article The Black Books of the Red Terror, which is also devoted to a critical analysis of this work. Despite acknowledging the importance of Bilokin's study, Shapoval emphasizes his bias in presenting events and formulating conclusions about the Soviet period in Ukraine. The text presents the reviewer's arguments about the presence of propagandistic and anti-scientific narratives in Bilokin's works, which, according to Shapoval, undermine the scientific value of the publication.
